Rules & Regulations – Singing & Dancing Category


1. The Vocal and Dance Category is open to all Singaporeans and Permanent Residents (Singapore), between the ages of 5 - 12 years old as at 31 Dec 2019.
2. Foreigners or student pass holders are not eligible to participate in the contest.
3. 1st place winner from all categories & entries (except for Family entries) for SAFRA Lil’ Stars 2018 are not eligible to participate in the contest.
4. Participants are eligible for all entries (i.e Solo, Group and Family), however to compete in either the Vocal or Dance Category only.
5. Participants are required to fill out and submit a completed registration form to the Organiser. The registration form may be downloaded here.
6. Registration form submission and payment can be made over at any SAFRA Club Customer Service Counter, open daily from 9am - 9pm.
7. For online registration and payment, please scan a copy of the completed registration form and email it to Amanda at
8. All forms must be signed by a parent or guardian. Incomplete forms will not be considered.
9. Registration closes on Mon, 10 Jun 2019, 11.59pm.

Event Schedule

Rehearsal for Singing & Dancing Category

1. A rehearsal will be scheduled only for the round of Heats on Fri, 21 Jun 2019, 6.30pm to 8.30pm at SAFRA Toa Payoh, Atrium.
2. Participants will be given a maximum of 2 tries on stage for rehearsal.
3. Participants are required to re-draw for a queue number should he/she would like to rehearse again after his/her first rehearsal.
4. Rehearsal date and time subject to change. Participants will be notified via email on any changes.
5. There will be no rehearsal(s) scheduled for finals.

Heats Schedule

1. Heats schedule will only be advised via email within 5 working days after the registration closes.
2. Heats schedule is final and Participants are not allowed to change their stage timings.
3. Participants are required to register an hour before at the contest ground before their stipulated stage timing.
4. Participants are given a maximum of 1 minute 45 seconds to perform for their heats.
5. 2.10 Finalists (including Wild Card Participant) will be announced after the end of all entries had performed for the Heats round.

Finals Schedule

1. Finals schedule will only be advised via email within 3 working days after the Heats round.
2. Finalists are required to register an hour before at the contest ground before their stipulated stage timing.
3. Finalists are given a maximum of 3 minutes to perform for their Finals.
4. Winners will be announced with the prize presentation after the end of all entries had performed for the Finals round

Judging Criteria & Selection

1. There will be at least 3 judges in the judging panels for Heats and Finals.
2. Total of 10 Finalist (Top 9 Participants + 1 Wild Card Participant) will be chosen from all entries for both Singing and Dancing Category as the Finalists.
3. Top 3 Finalists will be selected as the Winners for their respective entries and categories.
4. Judging Criteria as follows: Originality (10%), Technical Ability (40%), Stage Presence (40%), and Overall Performance (10%).
5. Judges’ decisions on the results are final. No appeal shall be entertained.

Wild Card Participants

1. Any Participants who did not make it to the Finals through the round of Heats with the judges’ scoring will be given the opportunity to join the other Finalists as the Wild Card Participant.
2. 1 Wild Card Participant per entry and category, up to 4 solos and 2 groups.
3. Chances are determined by 70% audience voting and 30% judges scoring.
4. Audiences are allowed to only one vote per participant that they wish to support. Voting will only be allowed during the Heats.


1. Participants may submit songs and/or music of any language with no explicit languages in mp3 format via email to Amanda at by Fri, 14 Jun 2019, 6pm.
2. The Organiser will not be responsible for providing any music tracks required by the Participants.
3. The Participants are required to adhere to the timing allowed on stage: 1 minute 45 seconds – Heats and 3 minutes – Finals.
4. Music exceeding the stage timing allowed will be forced-stopped during the performance.
5. The Participants are encouraged to bring along a back-up copy of their music on event days.
6. The Organiser will not be responsible for poor quality playbacks of technical malfunctions due to defective, wrong formats submitted.
7. For CDs, it is of the Participant’s due diligence to bring it along for the event.
8. In the Singing Category, instrumental accompaniment is allowed but will not be judged.
9. Participants are to provide their own musical instruments (if any) and it is of the Participant’s responsibility to inform the Organiser on any instruments to be used to performance so as to provide adequate technical support.
10. The Organiser shall not be held liable for any inadequate technical support in the absence of receiving request from the Participants.
11. The Organiser is not obliged to provide full spectrum of technical support required to support the additional instruments. Kindly contact the Organiser separately for requests, subject to approval.
12. In the Dancing Category, accompanists are permitted on stage, but must not assume visual importance in the performance.
13. In the Singing and/or Dancing category, any combination of vocal and/or dance performance will be accepted, including bands/dancers with or without vocals. In this case the entry will only be judged in the contestant's chosen category.
